Free Book on Philippine Environmental Law

The Environmental Legal Assistance Center (ELAC) recently launched a revised edition of a book during the recent National Law Enforcement Coordinating Committee (NALEC) meeting in Cebu City.

Former police director-general Avelino Razon Jr., who had served as chair of NALEC, endorsed the launching of the book entitled Mending Nets: A Handbook on the Prosecution of Fishery and Coastal Law Violators.

According to Razon, the Code of Conduct and Ethical Standards provides that all PNP personnel shall help in the development and conservation of natural resources for ecological balance and posterity.

The launching of the new book is timely as the province is celebrating Fish Conservation Week starting today until October 25 with the slogan: “Pagbabago ng Klima Hamon sa Likas- Kayang Pangisdaan”.

The provincial government, in coordination with the Bureau of Fisheries and Aquatic Resources (BFAR), and members of the Bohol Coastal Resource Management Task Force (BCRMTF), spearheads the  weeklong  celebration.

A team of lawyers headed by Jose Andres Canivel wrote the book’s original version in 2004.

Its revised edition was written by lawyers Robert Chan and Teodula de los Reyes.

ELAC Executive Director, Lawyer Raul Barbarona said the book is a valuable tool in enforcing coastal laws.

Judges, law enforcers, local government leaders, non-government organizations and the media will find this book an indispensable source of information and reference, he said.

The book was reviewed by the lawyers of Alternative Law Groups (ALG), Philippine National Police (PNP) , Bureau of Fisheries and Aquatic Resources (BFAR), Department of Environment and Natural Resources (DENR),Department of Interior and Local Government (DILG), Department of Justice (DOJ) and Office of the Solicitor General (SOLGEN).

ELAc published it under the auspices of the Fisheries Improved for Sustainable Harvest (FISH) Project under the technical assistance of the United States Agency for International Development (USAID).

It will be out at the end of this month and will be distributed to coastal police stations, registered fish examiners, major libraries and law schools.

The book is divided into six chapters: Chapter one deals on Legal bases; chapter two on Prohibited Acts and Penalties: chapter three on Arrest, Search, Seizure and Detention; chapter  four on Evidence; chapter five on Prosecution; and chapter six on Administrative Remedies.
