President Benigno S. Aquino III has deputized the law enforcement agencies and instrumentalities of the government, including the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), to assist the Commission on Elections (Comelec) in ensuring the free, orderly, honest, peaceful, and credible conduct of the February 4, 2012 special elections in the 2nd District of Zambales following the death of Rep. Antonio Magsaysay Diaz last year.

By virtue of Memorandum Order No. 29 signed by Executive Secretary Paquito N. Ochoa Jr. on January 9, 2012, President Aquino concurred with Comelec Resolution No. 9312.

The election body, through its Resolution No. 9312 (s. 2011), resolved to request the concurrence of the President in the deputation of law enforcement agencies and other instrumentalities of the government in connection with the February 4, 2012 special elections in Zambales.

The Chief Executive likewise directed the law enforcement agencies and other concerned agencies to coordinate and cooperate with the Comelec in the performance of their duties and functions. The MO shall take effect immediately.

The Comelec has set the second district congressional special elections on February 4 to fill up the vacant position left by 2nd District Rep. Diaz who died on August 3, 2011. The late congressman was a nephew of former President Ramon Magsaysay.
