National Land Use Act of the Philippines

Ifugao Lone District Rep. Teodoro Baguilat, co-author of the proposed National Land Use Act, is hoping that the legislation will be certified as a priority bill by President Benigno Aquino III once the Congress resumes its session.

The bill, he said, has already passed the Special Committee on Land Use and is now with the Committee on Appropriations.

The proposed measure was aimed at ensuring proper management of land resources, likewise provide mechanism for resolving conflicts over land.

He stressed that the passage of the legislation needs fund that will be used for capability building of local government units’ (LGUs) planning officers who will become members of the Land Use Council at the municipal and provincial levels.

Baguilat added that apart from capacity building, LGUs also need funds for the procurement of maps.

“Hopefully, it will be at the plenary during the resumption of the session. We expect this to be prioritized. Hopefully, this will be inserted during the deliberation because the President during his State-of-the-Nation Address (SONA) last year mentioned land use as a priority,” he said.
