The two protagonists in the Oct. 2010 barangay election in Barangay Salisay here will face each other in a draw by lot to be conducted on Jan. 24 (Tuesday) at the Dagupan City School Division Training Center at the West Central Elementary School here.
Remarque Ravanzo, city election officer, said the draw by lot to be conducted by the Barangay Salisay Board of Election Canvassers will determine the fate of incumbent barangay captain Conrado Muyalde and his challenger Andrew Carvajal who tied in a recent recount conducted at the Second Division of the Commission on Elections (Comelec) in Manila with 408 votes each.
Muyalde, who is now on his third and final term of office, elevated the case before the Comelec after the City Court declared Carvajal winner by just two votes in a recount it conducted, reversing the decision of the barangay board of canvasser that proclaimed Muyalde as winner of the election by just one vote.
Ravanzo said he already notified the Barangay Salisay board of election canvassers to convene at 9:00 a.m. of Jan. 24 to hold a draw by lot to determine the winner in the Salisay barangay election.
